Mona offers higher burst damage (Omen buff) but no healing and shorter Hydro uptime. Kokomi offers 100% Hydro uptime, massive healing, and Tenacity buff. Kokomi is generally comfier and more consistent.

Why doesn't she Crit?
Her passive reduces Crit Rate by 100%. In exchange, she gets a Healing Bonus. Building Crit on her is mathematically possible but highly inefficient. Stick to HP and Healing Bonus.
